2.1 Strategic Plan

1.0 KEY FUNCTIONS OF STRATEGIC PLANNING

  1. Enhance UUM’s Roadmap through the formation and implementation of UUM Strategic Plan.
  2. Manage and monitor the KPIs of each Thrust in the Strategic Plan.
  3. Report developments connected to the Strategic Plan to the Vice Chancellor from time to time.
  4. Prepare a report book on the achievement of the Strategic Plan and UUM Action Plans.
  5. Manage data collection and data management process for the participation of the university’s ratings such as Rating System for Malaysian Higher Education Institutions (SETARA) and Malaysia Research Assessment (MyRA).

2.0 UUM STRATEGIC PLAN

UUM Transformation Plan is divided into 2, namely Phase 1 (2011-2015) and Phase II (2016-2020). In Phase I, the university has focused on efforts to place UUM as the country's best university in the field of Management while in Phase II it focuses on the international branding agenda. This agenda is translated into the following four (4) core thrusts:

  1. Enhancing Scholarship and Internationalization
  2. Human Capital Development and Talent Management
  3. Developing Holistic Students and Alumni Relations
  4. Financial Sustainability

THRUST 1 - ENHANCING SCHOLARSHIP AND INTERNATIONALISATION

Thrust 1 is divided into three (3) sub-thrusts namely Thrust 1a: Research, Publication and Consultation; Thrust 1b: Academic and Thrust 1c: Community Involvement.

Thrust 1 (a) is measured using the 36-44 performance indicators (varying by year) focusing on the number of research grants, research with external institutions / agencies, the percentage of academic staff involved as key researchers, publications in Scopus journals, product / service production related to research and consultation.

Thrust 1 (b) emphasizes on the international academic reputation, the quality of learning and teaching, the quality of students and graduates as well as the internationalisation elements. This thrust is measured based on the 38-40 performance indicators (varies by year).

In 2019, thrust 1 (c) is added as a sub-thrust, in line with the ministry's policy which emphasises on the university's contribution to society. The thrust measured using the 7-8 performance indicators (varies by year) looks at the university's ability to transfer knowledge and skills for the benefits of the local community.

THRUST 2 - HUMAN CAPITAL DEVELOPMENT AND TALENT MANAGEMENT

This thrust focuses on the quality and recognition of the academic staff at the local and international levels, as well as continuous training for academic and administrative staff to ensure work quality. There are 31-42 performance indicators (varying by year) developed to measure this thrust.

THRUST 3 - DEVELOPING HOLISTIC STUDENTS AND ALUMNI RELATIONSHIPS

In an effort to produce graduates who are spiritually, physically and intellectually balanced, thrust 3 is generated to emphasise on the involvement of students in various skills including sports, entrepreneurship, arts and public speaking. In addition, thrust 3 also measures the involvement of alumni with the university in an effort to establish good relations between alumni and their alma mater. There are 39-47 performance indicators (varying by year) developed to measure this thrust.

THRUST 4 - FINANCIAL SUSTAINABILITY

In line with the government's intention that the university should not depend fully on the government for financial resources, thrust 4 (17-56 indicators) is developed to organise financial generation strategies through a variety of resources other than tuition fees. Among the strategies created are through waqf, tithe, donations, collaboration and special projects.

3.0 UUM STRATEGIC POSTURE

UUM Strategic Posture for Phase II (2016-2020) provides an overview of the thrust, thrust area, strategic objectives and strategies to achieve the UUM agenda. Based on this strategic posture, the performance indicators are formed and measured.

UUM ROADMAP

At present, UUM is in the process of developing its Phase III Strategic Plan (2021-2025) which will be launched in January 2021. As a continuation of Phase I and II Strategic Plan, the main agenda of Phase III Strategic Plan consisted of UUM branding, Management Reference Centre and Quality Alumni. Based on this main agenda, it is hoped that UUM will become a Leading Management University.
